Research on Policy Innovation Pathways for Community-based Home Care Services in the Context of Modernizing National Governance

Abstract

With the accelerating aging of China’s population, exploring policy innovation pathways for community-based home care services in the context of modernizing national governance is both urgent and important. This study finds that the key logic for enhancing service efficacy lies in constructing a collaborative network of multiple actors empowered by technology, achieved through optimizing policy design, sane implementation mechanisms, and strengthening resource integration. Current practices still face core challenges such as fragmented departmental responsibilities, insufficient participation of market and social forces, and a disconnect between technology application and actual needs. Integrating the latest 2025 academic achievements in the elderly care service field and local practical cases, this paper proposes innovative pathways and implementation recommendations for improving community-based home care service policies, aiming to provide a theoretical reference for promoting the high-quality development of China’s elderly care service system.
