Abstract

The rule of law serves as the cornerstone principle in ensuring the legitimacy and fairness of government actions within local public administration, while also acting as a critical foundation for enhancing the effectiveness of local public management and mitigating legal risks. Exploring the establishment of a legal risk prevention system for local public administration from a legal perspective has become a central task in the ongoing reform and optimization of local governance. Based on this, the article first briefly elucidates the necessity of constructing such a system from a legal standpoint, then delves into its implementation strategies. The aim is to provide actionable insights for improving the level of law-based administration and preventing or resolving legal risks in local public management.
