Abstract

Driven by the dual impetus of the digital technology revolution and the national education digitalization strategy, higher education is undergoing profound transformation towards personalization and intelligentization. Digital technologies empower educational quality, efficiency, and equity through technological empowerment, demand-driven initiatives, and systemic restructuring. However, the transition faces multiple challenges, including inadequate infrastructure, data silos, insufficient digital literacy among faculty, outdated evaluation systems, funding shortages, and data security concerns. To address these issues, a systematic implementation path should be adopted: strengthening top-level design, building an integrated "cloud-network-data-terminal" digital foundation, empowering teacher development, reforming teaching evaluation mechanisms, and improving data governance and security systems. Only through collaborative innovation and sustained exploration can higher education achieve high-quality development and advance toward a new era of smart education.
